34 state legislatures must enact uniform applications in order to initiate a convention.

After receiving state applications, Congress must issue a call setting a time and a place for the convention.

Each state legislature will appoint delegates to represent its state at the convention.

If the convention votes to propose a Constitutional Amendment, the convention will certify a proposed amendment to the states.

For the proposed Constitutional Amendment to take effect, 38 state legislatures (or state conventions) must vote to ratify.
